PostHeaderIcon Fourth Meeting of the Parties to ACCOBAMS

The 4th Meeting of the Parties was held in Monaco from the 9th to the 12th November, 2010.  His Serene Highness Prince Albert II welcomed the participants to the Principality. He noted with satisfaction that ACCOBAMS had grown to include 23 Parties since its adoption and had developed a sound scientific base. He also stressed the importance of the “ACCOBAMS Survey Initiative” project and invited Countries and relevant International Organisations to join the initiative and provide it with scientific, technical and financial support.

There were 70 participants representing 19 Contracting Parties, Intergovernmental Organisations, ACCOBAMS’ Partners and other Scientific Organisations and Institutions.

The Meeting appointed Monaco (Chair), Slovenia, Ukraine, Portugal and Lebanon as Bureau Members for the new triennium (2011-2013). The Meeting also elected the new Chair and Vice-Chair of the Scientific Committee being respectively M. Alexei Birkun and M. Vincent Ridoux.

The Contracting Parties acknowledged the relevant work being carried out during the triennium (2007-2010), in particular within the “Convention on the Conservation of Migratory Species of Wild Animals” (CMS) and the Instruments adopted within its framework, the system of the Barcelona Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean, the United Nations Convention on the Law of the Sea, the International Convention for the Regulation of Whaling (IWC), the Convention on the Conservation of European Wildlife and Natural Habitats (Bern Convention), the Convention on the Protection of the Black Sea against Pollution (Bucharest Convention) and the Agreement for the Establishment of the General Fisheries Commission for the Mediterranean (GFCM).

The Meeting, following the presentation of the Recommendations of the Scientific Committee, adopted the Resolution 4.5 referring to the “2011-2013 Work Programme” and its Annex on “Priority Conservation Actions”. Among them, the “ACCOBAMS Survey Initiative”, “Bycatch and interactions with fisheries” and the “Long term strategy for ACCOBAMS (2013-2023)” were ranked to be of very high priority.

Various Guidelines were adopted, to be used by Governments in attaining their objectives for 2013, including Guidelines for commercial cetacean-watching in the ACCOBAMS area; Guidelines concerning best practice and procedure for addressing cetacean mortality events related to chemical, acoustic and biological pollution; Guidelines for a coordinated cetacean stranding response during mortality events caused by infectious agents and harmful algal blooms; Guidelines to address the impact of anthropogenic noise on cetaceans in the ACCOBAMS area; and Guidelines on the granting of exceptions to Article II, paragraph 1, for the purpose of non-lethal in situ research in the Agreement area.
